Hokkaido Aid Fund

In appreciation of Hokkaido’s support for Nitori.

Forty two years ago, we began Nitori with just one shop with 30-tsubo (approx. 99.2 sq.m.). Today we operate 201 stores (as of October 31, 2009). While we have had much help along the way, we would like to express our appreciation and thanks above all to the people of Hokkaido for their unwavering support of our efforts. As in prior years, this year we will continue our aid and grant activities for Hokkaido, our birthplace, reflecting our desire to foster a dynamic forward-looking Hokkaido, which has encouraged Nitori for so many years.

For fiscal 2010, we will accept promotion applications for activities with “environment” and “education” as the key themes.

Summary of Fiscal 2010 Hokkaido Aid Fund Promotion Activities

1 Activity implementation standards

Activities must be programs that can be expected to actively address issues which Hokkaido has (environmental problems, declining birthrate, etc.), and be extended into and developed in the next generation

2 Summary of activities

Provides subsidies to cover the expenditures necessary for activities the aid recipients are planning to implement in the following sectors in fiscal 2010.

  1. Environment: Afforestation activities leading to local revitalization such as planting of cherry and maple trees, and natural environment protection activities
    ※For afforestation, only sapling costs are eligible for subsidies. Flowering plants are excluded
  2. Education: Activities related to training of human resources such as art, culture and literature

Yubari afforestation: Creation of Japan’s most beautiful cherry blossom showplace
Sapporo afforestation: Planting of trees along Sapporo Ekimae-dori and Soseigawa Park

3 Person eligible for subsidies

Groups and individuals whose activities are based in Hokkaido and those activities are or will be carried out in Hokkaido.
(Recipients can also be volunteer groups that are not organized according to a format such as NPO or public service corporation. However, they must be able to exercise proper accounting controls.)
※Note: The Fund cannot accept applications from municipalities (except for afforestation) or from groups or individuals that are based on specific political or social thought, religions or other creeds. Your understanding is appreciated.

4 Eligible period for subsidized activities

Fiscal 2010 (from April 1, 2010 to March 31, 2011)

  • ・Sponsorship of events such as excursions, hands-on learning activities, concerts, exhibitions and tree-planting festivities
  • ・Implementation of seminars, symposia, etc.
  • ・Costs for management of distinct local organizations and facilities, creation of PR materials, and repair and improvement of local resources
  • ・Publication, editing and translation
  • ・Social contribution activities

Etc.

5 Eligible area for activities

Limited to Hokkaido.

6 Amount and number of subsidies provided

There is no limit on the subsidy amount for each activity.
Note: The following expenses are not eligible for subsidies

  • ・For afforestation activities, only sapling fees and the cost of supporting posts are eligible for subsidy. Soil, fertilizer and labor cost are not eligible.
  • ・Group management expenses such as personnel costs, and costs to purchase equipment and fixtures, parts or other items unrelated to the group’s activities are not eligible for subsidies.

7 Examination procedure

  1. Nitori establishes a Selection Committee at Nitori Co., Ltd.
  2. The Selection Committee is composed of specialists, advisors and other individuals in each sector.
  3. The secretariat makes a preliminary examination of the applications submitted, and forwards the applications that should be considered to the Selection Committee.
    When an application lack required items or if there are uncertain points, an interview is conducted by telephone.
  4. Applications are discussed by the Selection Committee based on the application materials, interview and other information, and rejection or approval and the subsidy amount are decided for each candidate.

8 Confirmation of implementation of activities eligible for subsidies and verification of the use of subsidy funds

Nitori will confirm whether the activities eligible for subsidy are being implemented appropriately by means such as on-site investigations.

In addition, after activities have been completed, Nitori requests the groups or individuals that received subsidies to submit a report on the results of the subsidized activities, together with photographs of the activities, plus receipts and other materials that will enable Nitori to verify how the subsidy funds were used.

Amounts corresponding to expenses for which expenditures cannot be certified will be subtracted from the total activity expense amount.

Nitori will investigate whether the activities eligible for subsidy have been performed in accordance with the application through on-the-spot inspection, the submission of the activity report and an accounting audit after the activities have been completed.

On-the-spot inspection:

A member of the Hokkaido Aid Fund secretariat will inspect the actual conditions of the activity.
All subsidized activities are subject to an inspection.
The inspection date is decided after confirming the status of the activity and discussions by both parties.

Activity report:

Groups and individuals who have received a subsidy must submit the following reports concerning the activities eligible for the subsidy:
1. Interim report: An interim report during the subsidized activity period (When the activity period is three months or longer).
2. Final report: A final report after the subsidized activity has ended.

Accounting audit:

Based on the following materials, a special accounting auditor will perform an audit to verify whether the subsidy funds were used properly and according to rules:
1. Prescribed accounting report
2. Receipts or other materials by which use of the funds can be certified
