Walk for 15 minutes from the station.

By bus:

From the JR Ushiku train station east exit, go to bus stop #1 and take the Ushiku-shi Community bus bound for Ushiku Joen, Okami and Shiyakusho (city hall), for approximately 5 minutes. Get off at Ushiku Shiyakusho (city hall) bus stop. Turn right at the Mini Stop convenience store crossroads. (Approximately 5 minutes walk.)
